The Chief Financial Officer provides leadership, development, and oversight for the financial accounting, billing policies and practices of Ole Health, ensuring adherence to federal, state, local and other compliance and auditing regulations and standards. The CFO actively participates in the strategic and tactical planning process by providing analysis and business acumen. The CFO studies and interprets trends, projects financial needs, and recommends courses of action. The CFO is accountable for the effectiveness of internal controls, budgets, financial management reports, accounting payroll, purchasing, and ensures the successful integration of the accounting and billing departments with other departments.
Essential Duties and Responsibilities:
Participates as an integral part of the Executive Management Team to develop the overall strategy for the organization. In addition, develops the annual operating budget, provides technical advice and knowledge to others within the financial discipline including the education of department managers on financial issues impacting their budgets.
Advises the CEO on strategies to maximize Ole Health’s financial position.
Participates and advises on the fiscal impact of long-term and short-term planning, new programs/strategies, and regulatory action.
Provides strategic financial forecasts, analysis, and leadership on business models, e.g., evaluation of potential alliances, financial impact of contracts, pension funds, and investments.
Plans, develop, organizes, implements, directs and evaluates the organization’s finances and financial performance, including but not limited to: general accounting, data processing, purchasing, accounts payable, accounts receivable and payroll to ensure they are ethical, in accordance with corporate policies and procedures and consistent with policies on ethical practices.
Develops and is responsible for an accounting system which should provide: timely and accurate budgets for the corporation and grants (new and on-going), ensure accurate financial reports and trend analysis to assist the CEO and supervisors.
Participates in regular meetings of the Ole Health Board of Directors and the Finance Committee to provide timely and accurate financial statements, budget variance reports, and analyses of current and future financial matters. Responsible for the timely and accurate preparation and internal distribution of monthly financial statements, management reports, and variance reports. Advises the Board of Directors on monitoring financial statements, management reports, and variance reports. Advises the Board on monitoring financial performance, approving the annual budget, and reviewing the annual independent financial audit.
Performs other duties.
Master’s Degree in Finance, Business, or related field required. Degree in accounting or finance. CPA a plus.
Eight (8) to ten (10) years’ experience in financial management with increasing responsibilities for planning and expanding.
At least five (5) years’ proven supervisory experience.
At least three (3) years’ previous experience in health care finances is required, with preference for knowledge of Medi-Cal program, grants and managed care programs.
Proven track record developing operating budgets and advising senior staff on the organization’s financial position and recommending internal controls as needed.
Experience presenting to a Board of Directors on financial reporting and planning.
Knowledge of accounting principles, including GAAP and government accounting standards.
A strategic visionary who can see both macro and micro picture, with sound technical skills, strong analytical ability, good judgment and strong operational focus.
Experience in financial statement preparation, budgeting, forecasting, underwriting, internal controls, claims processing, and provider reimbursement methodologies and contract negotiations.
Ability to explain financial and accounting concepts to all levels and personnel from diverse backgrounds.
Superior written and verbal skills.
Excellent organizational skills and ability to manage multiple complex projects.
Experience in or knowledge of investment activities and advisors.
Extensive knowledge of procurement of various insurance coverages including D& O, E&O, Employment Practices, General Liability, Employee Fidelity, Worker’s Compensation.
