Under the supervision of the Senior Vice President, Clinical Affairs and Strategic Partnerships and guidance from AHIP senior leadership, the Executive Director, Prevention and Population Health oversees programs, activities and industry-wide initiatives related to prevention, wellness, population and public health and related activities. This includes monitoring the U.S. Preventive Services Task Force recommendations, and conducting outreach and engaging with members on a wide range of issues such as coverage determinations, medical management tools, and benefit design.
Stays current on emerging issues and provides guidance to members, internal staff and external partnerships on prevention, wellness policies and programs and issues related to pharmacy and medical management and value-based benefit design
Supports interdepartmental priorities (strategic communications, media requests on clinical issues, federal and state policy, etc.) by providing content and talking points for time sensitive press inquiries, policy statements and strategies, testimonies, issue briefs and other documents to inform and support the current policy discussions related to prevention, wellness polices, population health, and medical management tools.
Leads and directs the work of the Prevention and Population Health Work Group and ad hoc task forces and advisory groups in the areas of prevention, wellness and population and public health including proactive outreach to gather feedback on member priorities.
Creates strategies to advance the business case for health plan and employer prevention and wellness programs.
Develops dynamic and interactive resources for member insurance plans to strengthen prevention and wellness programs in areas such as obesity, tobacco cessation, clinical and community preventive services, women’s health and other clinical areas.
Tracks and analyzes health plans' wellness, prevention, chronic care and disease management programs designed to engage consumers, reduce gaps in care and improve quality.
Seeks opportunities for engagement with external organizations - both government and private - to support broad multi-stakeholder initiatives of strategic interest to the AHIP membership.
Monitors policy issues at the state and federal level that impacts member plans’ prevention and wellness policies/programs, medical management tools and/or formularies and works with AHIP’s Federal and State Affairs departments to educate policymakers on health plan trends and practices.
Works with member health plan Chief Medical Officers and Medical Directors to provide industry perspective and consensus with respect to federal agency comment letters; writes comment letters related to prevention and public health, proposed Medicare coverage decisions and pharmacy issues.
Manages contract or grant activities as specified in agreements with funding organizations, including contracts, timelines, and deliverables, activities with subcontractors, and provides written reports to funding organizations on progress of activities.
Develops and fosters relationships with key contacts at member health insurance plans, funding organizations, partner organizations, coalitions/workgroups, and leading experts to leverage and communicate member initiatives and identify opportunities for additional collaborations.
Coordinates educational conferences related to any project activities, including working with partner organizations and funders to develop agenda and list of speakers, and working with internal departments to coordinate planning and marketing activities.
As needed, provides expertise on other activities on the Clinical Affairs and Strategic Planning Department and AHIP, including responding to requests from members and other external partners.

Minimal travel may be required to represent the industry at meetings, conferences or to support specific project requirements.

Eight to ten years of experience with program development and project management in the areas of prevention, population health, public health, wellness, chronic care management.
Experience working with health insurance plans, federal or state agencies, and key external partners on issues of strategic importance to the health plan industry is preferred.
Experience developing health policy related to prevention and wellness, public health, health care delivery systems.
Experience writing comment letters to Federal agencies and testimony for congressional briefings.
Experience presenting to large multi-stakeholder groups on complex health industry issues.
Master’s degree in health services administration, health policy, public health or a related field is preferred; experience may substitute.
