The Director of Human Resources will effectively structure programs to attract and retain top talent.
Supervises and provide consultation to management on strategic staffing plans, compensation, benefits, training and development and budget. This includes benefit plans that are comprehensive and competitive and a compensation program that is competitive based on Nebraska survey data and has internal equity for employees. Take a leadership role in developing a culture that enables employees to support teamwork, collaboration, accountability and positive attitude.
Effectively plan, design, develop and evaluate Human Resources related initiatives that support PCHS’s Organization Goals. Help supervision maintain accurate and up to date job descriptions and performance evaluations that support our goals. Maintain policies and procedures to guide supervision and employees.
Direct the development and implementation of organizational development programs; employee orientation and training programs; policies and guidelines, database management procedures, equal opportunity employment programs; and employee records and documentation policies.
Maintain a broad base of business knowledge, strong organizational skills, sound judgment, discretion, flexibility and integrity.
Leads the process of establishing salary ranges, group health benefits, retirement benefits, Paid time off, earned illness bank and other employee benefits.
As part of the Executive Leadership team, directs and provides oversight regarding the strategic development, implementation, and maintenance of strong, comprehensive clinical and/or operational services and programs that meet organizational growth initiatives and the needs of patient populations in the community. Fosters the development and implementation of workforce initiatives effectively; Leads and influences change at the facility, regional, and system levels.
ESSENTIAL FUNCTIONS AND RESPONSIBILITIES:
Manages the human resources of the whole facility to achieve the mission and goals of the of PCHS and support the PCHS mission by supporting all departments.
Meets operational standards by contributing information to strategic plans and reviews; resolving problems; identifying system improvements.
Manages operations in a manner which results in effective provision of care and/or services.
Develops and updates policy and procedures.
Possesses knowledge of HIPAA regulations.
Maintains departmental and facility Human Resources files and records according to state, federal, HIPAA, and PCHS guidelines.
Identifies legal requirements and government reporting regulations affecting human resources functions and ensures policies, procedures, and reporting are in compliance.
Recruits, interviews, tests, and assists with selection of employees to fill vacant positions.
Plans and oversee’s new employee orientation to foster positive attitude toward company goals.
Keeps records of benefits plans participation such as insurance and pension plan, personnel transactions such as hires, promotions, transfers, performance reviews, and terminations, and employee statistics for government reporting.
Coordinates management training in interviewing, hiring, terminations, promotions, performance review, and sexual harassment.
Advises management in appropriate resolution of employee relations issues.
Responds to inquiries regarding policies, procedures, and programs.
Administers performance review program to ensure effectiveness, compliance, and equity within organization.
Administers salary administration program to ensure compliance and equity within organization.
Administers benefits programs such as life, health, dental and disability insurances, pension plans, vacation, sick leave, leave of absence, and employee assistance.
Participates in selection and management of benefit plans along with the CEO and CFO.
Conducts wage surveys within labor market to determine competitive wage rate.
Assists in preparing employee separation notices and related documentation, and conducts exit interviews to determine reasons behind separations.
Represents organization at personnel-related hearings and investigations as necessary.
Perform any other duties or special projects the CEO assigns.
Physical Requirement: Ability to move throughout hospital to accomplish duties. Ability to sit for long periods of time.
Working conditions: Office setting with use of telephone. Also works throughout clinical setting. Exposure to blood and body fluids and contagious diseases is possible.
Stress requirements: Must be able to work independently and completes assignments on schedule. Must be able to interact with co-workers and medical staff in a professional and courteous manner.

A bachelor’s degree or equivalent education and experience in HR, Business or similar field.
Five years of progressive human resources experience; management experience preferred.
No license but current PHR or SPHR certification preferred.
Must have excellent verbal and written communication, analytical, interpersonal and strategic thinking skills.
Must have the ability to calculate and utilize critical thinking and problem solving skills when applying knowledge
