The Kentucky Association of Health Plans (KAHP) and its members face existing and potential legislative and regulatory issues in Kentucky. To manage these issues, KAHP seeks to hire a dedicated full-time Executive Director.
In consultation and coordination with all KAHP members, the Executive Director will lead the organization and develop, drive and manage a pro-active statewide advocacy strategy. This strategy will also protect and enhance the industry’s image and reputation through effective state and local government relations, industry communications, coalition-building and collaboration with the industry’s national trade organization, AHIP.
The Executive Director will become “the face” of the Kentucky Association of Health Plans in the state capitol, local communities, and with other industry associations and the media. In addition, the Executive Director will ensure that KAHP is a neutral forum for the discussion of industry issues. Finally, it is essential the individual possess an overall understanding of the health insurance industry, both commercial and managed care. As well as, the overall health care system and related industry sectors. We are seeking a highly skilled professional with industry specific and corporate background.
Scope of Work / Deliverables:
To accomplish the objective, the Executive Director shall undertake the following tasks and produce the suggested deliverables:
Develop and encourage member company participation in KAHP initiatives and activities.
Where appropriate, develop and recruit new members to the organization.
Manage KAHP’s governance documents and recommend updates as necessary.
Manage the daily affairs of KAHP.
Provide member services and member development.
Oversee member and affiliate recruitment.
Organize and conduct all meetings, including the KAHP annual meeting and legislative day at the Capitol; Board of Directors meetings/calls, in accordance with relevant state and federal laws.
Fulfill other duties related to the industry in Kentucky as requested and assigned by the Board of Directors and members.
Manage all association finances.
Secure and maintain Directors and Officers Errors and Omissions insurance, as directed.
Manage relationships with outside vendors as applicable (PR firms, actuaries, contract lobbyists, webmaster, printers, etc.).
Supervise and coordinate the work of retained contract actuaries, lobbyist, public relations professionals and any others, as necessary.
Facilitate a strategic planning session with Board Members to develop/update KAHP’s business plan with an emphasis on purpose, direction and long-term objectives.
Develop a policy agenda process for identifying KAHP’s policy priorities having Members' consensus for implementation during the legislative interims and the legislative sessions.
Legislative/Regulatory Advocacy Duties: Serve as advocate for the industry with officials at all levels of government, including the Legislative & Executive Branches, in coordination with KAHP’s contract lobbyist(s).
Public Relations Duties: Serve as a primary industry contact with the media and other entities, safeguarding and enhancing the image of the industry.
Pro-active image management
Create and manage initiatives that promote goodwill and a positive image of the industry within the state for the industry’s services and public policy issues.
Recommend appropriate strategies and action plans in coordination with contracted lobbyist and PR firm to inform the legislature, government agencies, interest groups, and the public of KAHP’s position on issues.
Conduct outreach efforts and work to build and lead alliances, coalitions and partnerships with industry, civic, and community groups to advance KAHP positions.
Develop and implement strategic and effective social media interaction presence.
Manage media inquiries and act as industry spokesperson. Arrange for third-party spokespersons to speak on the industry’s behalf when necessary.
Work with KAHP members and Association’s lobbyist and PR Firm on all relevant media requests and issues.
Perform all other duties as assigned.
Position Minimum Qualifications:
Successful applicants for this position must:
Minimum of a BA degree; Master’s or higher preferred;
Possess at least seven to ten years of direct experience with/within the industry;
Possess understanding of requirements, roles and experience with lobbying at both the state and federal level;
Possess understanding of current industry issues;
Be capable of working under pressure and long hours;
Be of strong moral character with excellent leadership and motivational skills;
Present/advocate KAHPs views on different matters to diverse audiences;
Be an effective negotiator and collaborator;
Possess excellent professional communication skills, both oral and written;
Proficient in all office software, including but not limited to Word, Excel and all social media platforms;
Possess the flexibility, determination, and enthusiasm; and
Possess ability to meet the goals and deadlines of the Board of Directors or those of partnering agencies or the General Assembly.
