This position is located in the Performance Improvement Group (PI) within OPM's Federal Employee Insurance Operations, Healthcare and Insurance (HI). The incumbent supports the end-to-end operation of the Plan Performance Assessment (PPA) through which FEHB Carriers profit factor is determined. This can include measure curation, score calculation and verification, complex analysis, measure and methodology maintenance, results reporting, data visualization, trend analysis, and related activities.

Healthcare and Insurance (HI) is responsible for the Government-wide administration of insurance and benefit programs for Federal employees, retirees, and their families, and in some cases, active and retired members of the uniformed services and their family members. The Federal Employees Health Benefits (FEHB) Program is the largest employer-sponsored health insurance program in the world, covering more than 8 million Federal employees, retirees, and family members.
HI also administers the Federal Employees’ Group Life Insurance (FEGLI) Program, as well as three voluntary, enrollee-pay-all programs: the Federal Long Term Care ...Insurance Program (FLTCIP) to help pay for costs of care when enrollees need help with activities they perform every day, or have a severe cognitive impairment; the Federal Flexible Spending Account Program (FSAFEDS) to save money to pay for dependent care and/or qualified medical expenses not typically covered by an FEHB Plan or other coverage; and the Federal Employees Dental and Vision Insurance Program (FEDVIP), a supplemental dental and vision benefits program.
HI coordinates and administers the annual Federal Benefits Open Season, during which current enrollees can enroll or change their enrollment in FEHB, FSAFEDS, and FEDVIP. In addition, HI performs operational, analytical, and systems support; policy development and implementation; actuarial analysis; and stakeholder outreach and education for each of the Programs mentioned above.
