Gallatin County’s lead local public health agency is seeking an innovative, experienced leader to serve as Director of its Human Services division that provides foundational public health services for Gallatin County and its 114,000 residents. This position is located at Gallatin City-County Health Department in Bozeman, MT, and plans, organizes, directs, coordinates and oversees the Human Services division staff and programs; collaborates with community organizations, including the Montana Department of Public Health and Human Services (DPHHS) and the public; and provides direct advice and support to the Health Officer. Position is responsible for daily management of a diverse staff, and ongoing performance evaluation of multiple contracts and public health programs.
Gallatin City-County Health Department is the county’s lead public health agency, and the Human Services division programs include: communicable disease surveillance and response, immunization services, public health home visitation, WIC supplemental nutrition services, Ryan White services for people living with HIV/AIDs, and chronic disease prevention services such as tobacco prevention, cancer screening, and active lifestyle programs. The Human Services Director reports directly to the Health Officer and supervises a staff of 30 regular staff and 20 to 30 temporary staff during the COVID-19 pandemic. This position must be prepared to serve as acting Health Officer during times of absence or incapacitation.
This position requires an experienced manager, preferably with a demonstrated ability to supervise and lead a diverse staff to achieve specific goals to improve the health and quality of life of Gallatin County residents. This position requires knowledge of the laws, rules and regulations governing public health services (HS); principles and practices of public health; principles of management including supervision, quality improvement practices, and budgeting; and requires knowledge of various computer and software systems (Word, Excel, Access and specialized programs). Experience managing federal grants will be helpful. Position must have the ability to use quality improvement practices and performance planning to set clear goals, measure progress toward those goals, and make adjustments based on progress. Position must be able to communicate effectively, both verbally and in writing and be able to maintain the integrity of sensitive and highly confidential information; exercise courtesy and tact in dealing with the public and staff and maintain cooperative relationships with those contacted in the course of work.
EDUCATION & EXPERIENCE
Five years of experience as a public health nurse with demonstrated leadership skills and progressively increasing managerial responsibility, or comparable management experience in a clinical healthcare setting with formal training/experience in public health or community health (such as a bachelor’s or master’s degree in public health).
A valid unencumbered license as a Registered Nurse or a comparable clinical healthcare license is advantageous for this position, as is direct experience working in a clinical setting. Experience in communicable disease surveillance and response is helpful.
Spanish speaking preferred, but not required.
Licenses and Certifications: Applicants for this position must possess a valid driver’s license, provide own transportation to conduct out of office job duties (mileage reimbursement provided under the County policy), and to be insurable under the County’s liability policies. As a condition of hire, the final candidate will be required to successfully pass a criminal history check and background investigation.
